Question Game stutters while playing ( i7 4790k + 1080ti )

I have strange in-game stutter while playin Ring of Elysium. "Random fps drops" from 90 to 60 in 1 sec and gets back to normal and makes my game unplayable.


PC spec :

CPU : i7 -4790k 4.5ghz
GPU : Zotac 1080ti
RAM : 16gb 1866mhz
MOBO : MSI SLI Krait Z97
PSU : 750w

Nvidia settings : Maximum performance
Windows Power : Maximum performance

I can provide any test u need, if someone could help me, i would appreciate so much. Thank you in advance

In steam under settings see If you have shader pre caching enabled. If not try it. DX9 is a horrible platform for dx 11/12 gpu's. But with a 1080ti you should have higher fps. I don't play this game so I don't know the settings. Do you have vsync disabled? And what monitor are you using?

Yes, its enabled by default if im not mistaking. This game ( for now since its still in developing ) is running DX9 and only settings in game are "Graphic quality - Low / High " And "Anti-aliasing - Low / High " and that's it.
Yes, i have vsync disabled and i have Asus Rog ( main monitor ) 27' ~ 165hz and BenQ XL ( second monitor ) 24' ~ 144hz

I've tried all 3 monitor settings ( GSYNC - ULMB and Fixed Refresh ) And same thing . Dont have anything running in the background that could cause things like this. I have just few things that im using daily, mail / slack / teamspeak and that's it. Nothing that i didnt use for the past 10y but we'r talking here about i7 and gtx 1080ti :/
