Game stutters why?

I have been playing Evil Within2 for about an hour now at 1080p, Medium settings. And at some points the game stutter badly. Why is this? I played around with the settings and it still acts crazy.

My rig:

Fx8370 @ 4.2ghz
8gb ram
Gtx 1060 6gb gpu
Windows 10

Does it stutter less at lower graphic settings?

"If lowering the graphics settings has no effect on frame rates, then the bottleneck is your CPU
If lowering the graphics settings increases the frame rate, then your GPU is reaching its upper limits"
