Game Visuals Freezing

So I've been having this problem recently while playing Dota 2 where my game's visuals freeze, but I can still hear the music. I figured that Dota was simply buggy from the new patches and let it slide for a few weeks. However I recently decided to start playing Fallout 3 again and a very similar problem is occurring within only a few minutes of startup where the visuals freeze and the audio continues. Dota is playable but fallout is not. my drivers are up to date and I have a rig that should be more than capable of playing both.

Other problems that may be related: Firefox seems to start freezing for a few seconds and stops responding for a little while sometimes. Sometimes while I'm trying to end these frozen programs, even my task manager will temporarily stop responding. While playing Dota with my friends, my computer starts lagging/disconnecting while theirs are just fine, but we are both plugged in to the same modem with Ethernet cords. I'm not very good with computers and lack the skills to diagnose what is causing these problems whether they are caused by the same thing or completely separate. Any and all help is appreciated.

8gb Corsair vengence ram
MSI Z87-GD65
120gb Samsung 840pro SSD to boot os and play fallout
1TB Hard drive Dota is saved on here

silly question did your pc meets minimum game requerements.can be overheating problem ,your should monitor the cpu and gpu temperatures.

I'm going to download a program now to monitor my temperatures. I'm positive that it meets the requirements though.
