Game won't run in the background?

I play Ultra Street Fighter IV on Steam. Whenever I click outside the window of the game, the game pauses and does not run in the background like I want. Is there a way to make it so it does run in the background? I still don't know if this a Steam issue or a Windows issue. I checked steam settings, but found nothing. Any ideas?

Alt+tab on your keyboard to switch from the game
To switch back alt+tab again and click your mouse in the middle of the screen if it goes black.
