Gameplay has a ripple effect

I recently installed a new 600w psu for my rig, after my old 800w started showing signs of wearing out. I started playing Tomb Raider and War Thunder, I noticed a sort of jumpy, ripple effect when playing. Not lag or poor fps, just a constant wave of slow/ normal game speed. I was wondering if the psu isn't quite powerful enough? Or if there is a different problem entirely?

The CX600 is considered a "builder's grade" PSU. Not bad, but there are better ones out there. I would certainly consider getting an RMA and returning it at this point.



What would cause this interference? Would returning the psu and getting a new one be simpler?
 

That's hard to say. What make and model is the new PSU? is it a good quality brand like Seasonic, ETC?
According to Nvidia,The 760 only requires a 500Watt PSU,
http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-760/specifications
So a 600 Watt should be more than enough, unless it is an "El Cheapo" brand.
