Okay , so i've got a new display ( benq 27inch 1080p) and every game is lagging on it.
I've unistall / install the graphics drivers but nothing is helping.

My specs are

Fx 4300 cpu
Gtx 750 ti OC gpu
6gb ram
500gb hdd

Previously i had 17 inch monitor ( 1280x 1024) and everything was running so smooth on it .

I tried to lower the resolution of game to 1280x1024 on my new 27 inch monitor but the same games are still lagging which used to give me fps of more than 100 frames.

I'm using the old vga cable with the new monitor which works fine with the old monitor , can this be the culprit ?

Help please !!!

VGA should provide next to no difference compared to DVI/HDMI, especially with these sorts of resolutions. I've used VGA with my GTX 750ti with 1080P/75Hz and had zero benefits when connecting using DVI-D. Although it is possible that your monitor is faulty, it shouldn't be limiting your FPS to 20FPS unless it is changing it's refresh rate in-game which would be odd.

When you go into "Display Properties", is your monitor model number coming up correctly? Or is it saying "Generic Non-P Monitor)? Also, go into your Monitor's Settings Menu (using the buttons on the actual monitor to see what it is displaying. Have you tried using Borderless/Windowed mode in your games? I've had issues before where my monitor isn't fully detected and going...

Dont use VGA, use Display port or HDMI.

Actually GTX 750 ti doesn't have any hdmi port. It has dvi port and mini-hdmi port , i'm using a dvi-vga adaptor to use it on my monitor..

Can using vga port cause game lagging... ?

The same amount of lag i'm having on each and every resolution setting and on every texture setting

Try it on the old monitor again to see if it works. And if not try that mini hdmi

Vga is working fine with the old monitor and new monitor ,

Everything is working expect for the gaming part on the new monitor, same game on same resolution giving me so much lag on new 27 inch monitor .

New 27 inch monitor has hdmi and vga support but the old monitor had only vga support. So vga cable can cause lagging in game ?

And i'm experiencing same amount of lag on every setting weather it is 720p 1080 p , low texture or medium texture , i'm getting same fps of 20-25 on every setting

Your new screen requires a better connector. Which is that hdmi, there are HDMI to mini HDMI cables all over the place, they arent that expensive. Buy one, try it.

It can handle 5 year old games. Its a 5 year old gpu :)

i tried connecting my pc with my 42 inch full hd tv and everything is working fine.
games are giving me constant 60fps at 1080 ultra settings and the same game is giving me 10-20fps on the new monitor i have purchased.

can a faulty monitor cause game lag ??

Ok, so now you know the speed of your monitor is 60hz - not 144.
It will also give you error messages like Stuttering, if it was lagging.
I guess you need to check the drivers on your windows is set to 144.

Desktop, right click, Display settings, at the bottom Display Adapter Properties, Monitor Tab - change refresh then run that website again.

Do you have the correct Monitor Drivers installed?

Forgot, you are using HDMI so you will probably be limited to 60hz, but you maybe lucky with the DVI to HDMI.

I've had issues before where my monitor isn't fully detected and going full-screen causes it to use the wrong display mode.

Also, consider going into your Nvidia Control Panel and set a custom resolution. This should force a resolution & refresh rate and might help. Here's a guide:

(NOTE: Ignore the overclocking part since it'll just create more headaches. Just use 60Hz. Use automatic timing but you can change it to "CRT" or the other-ones if it doesn't work. It would break anything, I do it all the time).

EDIT: Do you have a console (eg Xbox/PS) with a HDMI output? If so, try your monitor with those to see if there is any issues.
