Question Games are laging after having a cutscene

Hello,
So i have been struggling with this problem for a few months now and i have not been able to solve it yet. Games are runing fine until i have a cutscene,after that it is stuttering regularly. It is not about my pc specs,it is a problem in my system and i have not found an answer yet.

Laptop specs: i7-5500U 2.4 GHz up to 3.2
Nvidia Geforce 940M
8gb of RAM
Windows 10
And it does to to absolutely every game. For example Assasins creed 3,i had played this game numerous times and i have runned it with no problems. And there is another issue i could not figure it out. My games are locked at 60 fps when i play on fullscreen no matter my nvidia settings or game settings for example League of Legends.
