Hello. My PC specs are below:
CPU: Intel Core i5 6500 3.2Ghz
GPU: Geforce GTX 1060 3GB
RAM: 8GB DDR3
I recently bought the gpu. With these specs, I can run AC Origins with an average of 45 FPS on high settings. But the problem is stutter. The game stutters so horribly that it's unplayable. I tried all graphics presets but the stutter remains. You would say its a CPU bottleneck and I would have believed. But I have a friend with a 4th gen i3 who gets less average fps than me but doesn't have any stutter. Oh and I dont have to mention my friend. The game doesn't always stutter for me. In some lucky runs or after restarting the game for many times, there is no stutter. The games runs total smooth. If it was a bottleneck, then explain this. These runs give me hope that my system is okay. Here is a sample of the stutter: https://drive.google.com/file/d/1DXokpSYjYJ-yphbHQW1VL7hddfMuB20A/view?usp=sharing

Almost every game I play behave like this (eg PUBG, Watchdogs 2). Things I tried: Running a scan with Malwarebytes. Re installing all the games. Error checking and defragging HDD, tweaking settings in the Nvidia Control panel. But the stuttering still remains. Please I badly want to get rid of this. Even with my old gpu (GT730) I got low fps but a smoother gameplay.
Thanks in advance

I can tell by the graphic quality of your video you have the settings too high for your spec. You need to set them so the in game bench averages about 50 FPS to get smooth gameplay in Siwa, and even then the ave will drop to 40 FPS in Alexandria, and cause a bit of hitching.

GPUs with 3GB VRAM will soon be obsolete, and they're already struggling in demanding games. On the other parts, it's not just the CPU that is slowing you down, it's the 8GB DDR3 RAM that isn't even running in dual channel mode. Low end spec requires lower settings, it's just the reality. Do not exceed 2500 VRAM usage when adjusting settings, preferably well below that.

Here's a video I found of near identical spec. The game is not running in English, so settings...

Here's a video I found of near identical spec. The game is not running in English, so settings are anyone's guess, but the FPS and graphic quality demonstrate he's running them much lower than you. Turn down shadows, textures, and fog, and don't run any AA or Vsync. Also use Borderless instead of Fullscreen and set the frame rate limit to 50.
