Games aren't running as expected

So I recently purchased my first desktop ever. I've updated everything and made sure all the drivers were up to date. But I'm not getting the FPS I was expecting. Is there a way I can up the FPS count? I'll post the specs below. (It's struggling to even get 25 FPS on Tomb Raider and barely leveling out at 70 FPS on CS:GO)

CPU - AMD FX-8370 Octo-core 4.30 GHz AM 3+

GPU - ASUS Radeon R9 390 Overclocked 8GB GDDR5 STRIX

RAM - EVGA 16GB DDR3-1866 (PC3-14900) CL 9

Power Supply - EVGA SuperNOVA 850G2 850 Watt Gold Modular ATX 12V

Coolant - NZXT Kraken X61

Memory - Seagate SV35 2TB 7,200RPM SATA 6.0 Gb/s

Motherboard - MSI 970 Gaming AM3+ ATX AMD

Pretty sure that's it. Not sure if I left anything out.

I'm sitting at 45-55while playing csgo. My GPU fans are at 50%.

So apparently the GPU keeps on spiking to 100% for some reason. The CPU is fine only maybe getting to 30-40%.
 

I actually had this on a dodgy card, but it kept crashing so I think this is a different cause. Would you be able to try a different pair of PCIE cables from your PSU's box?

Yeah I changed the cables and still had the same issues.

 

Have you tested your memory for issues? This could also be limiting performance.
 

Would you be able to download GPU-Z for me? I would like you to play a game and see what the perfcap reason is, it may give an indication of why you are getting bad performance.
