Games dont load textures until close up

Ive only seen this in gta v so far (the only game that gives me bottleneck) and i have it set to the max settings 1080p no msaa (but reflection msaa x8) now idk if this is the right spot to post in but i need some help on why. Heres an example of what i mean by textures not loading. Say your driving on the highway and u see a big post type of thing, it looks really grainy. but when you get close it starts to actually go to the very high textures its meant to be on. My system is gtx 1050 ti and my cpu is a10-5800k. my cpu is always at 100%, unless im in areas where the game doesnt really need cpu (main city is where all the cpu usage is rip) I feel like its more since my cpu is doing this so it doesnt push its self. Before this actually the game would unload buildings and take parts of the map off and reload it. Ive even seen a tree underwater (not sure if it was supposed to be) in the middle of the ocean. what do you guys think
 

i was in a garbage truck. lol
and i can see why the settings would be considered "too high" for my cpu. i guess i could just keep it there like that. The reflections seem to be normal.. though turning up the msaa for it makes the reflections hella plastic-iy. Its just really the render distance for it. The textures are okay. i even have my population density and stuff maxed. I just dont want to look into the distance and be rekt by a layer of fog.
 
Distance Scaling is Grand Theft Auto V's Level of Detail (LOD) option

The most visible impact of Distance Scaling, during gameplay, is its influence on pop-in, reducing the likelihood of game elements jarringly popping into view, reducing immersion. You can easily experience this by turning down the setting and driving through a city street at speed.

Under the Advanced Graphics settings there is also the Extended Distance Scaling option. Extended Distance Scaling is an upgrade to Distance Scaling, rendering extra detail in Distance Scaling's sphere of influence, and extra detail at long range beyond the sphere of influence.
 

Oh okay. You see the thing is i looked it up, and found a settings in settings.xml, called MaxLodScale (which also could be what your talking about) and set it to 3. GG frames. 20-30. Im gonna test 1 now, and also check if its enabled in advanced graphics
 

yep i noticed it. while playing around in the advanced graphics i found frame scaling mode. set it to 1.5x and the game looks absolutely stunning, with little to none performance loss, rather than some stuttering which i found quite strange (could be pressure on the cpu)
