Games Dropping FPS

I have recently installed a new motherboard and cpu in my computer, I am not overly experienced with replacing motherboard so it is very likely I may have done something wrong there. Basically after I wiped my hard drive, installed new drivers and all that good stuff, I began to play CS:GO. I had played a lot of the game before I installed my new parts and not once has it had a problem with playing it on the highest settings. But when I played it this time the game was all jittery. It isn't completely jittery but it isn't normal. I checked the fps with fraps and it wasn't really showing what it said it was putting out. I tried swapping to lower settings but there was no change. I tested this also in Garry's Mod and it was still there. Anyway, I have no idea why it might be dropping frames like it is so I thought I should ask the internet.

I believe my gpu is at fault here. It quite possibly could be something else but as I am yet to see otherwise, and have now decided to re-install my old gpu to test if it is a hardware issue.

I apologise. As I went to replace my GPU I noticed the CPU was far hotter than it should have been. On closer inspection the wires around the fan were rubbing it making it spin slower. I assume Intel turbo boost technology saved it from overheating by lowering peformance, clever computers. Thank you again and sorry
