[SOLVED] Games Feel Laggy With High FPS?

So I get 300+ fps in both overwatch and csgo, with low frametimes of around 3ms, but the games feel so laggy, almost like vsync is on.
I've done a fresh install of windows 10, updated all the drivers, chipset and BIOS but nothing really works.
My temps for CPU and GPU stay under 60 c, so that shouldn't be the problem:

Full specs:
i7 8700k
msi rtx trio x 2080
corsair dominator platinum ram, 16gb
samsung 970 evo 500gb
PSU: evga g3 750w

mouse is razer mamba 2018

use a framerate limiter and set the limit to the hz of your monitor. your screen cant display 300hz and your frames are out of sync with your monitor (assuming you are not using gsync or freesync). also, you are only seeing half to a fifth (depending on the monitor) of whats being rendered, putting unnecessary stress on your gpu for something giving you no benefit (which also often causes stuttering).

MSI afterburner uses a program called rivatuner statistics which can limit frames. it askes to be installed with the main msiafterburner installer here:

Solution

What kind of screen are you using? Some TVs, for example, can have bad "input lag", depending on the mode they are in. Have you tried a different wired mouse to make sure it isn't some issue with that? Or are the frame rates just looking "choppy", rather than your inputs being delayed?
 


I'm using a 1ms asus monitor. Have been using it for a while, connected through hdmi
It was much smoother a few weeks ago, but now doesn't feel as good
The picture itself looks rather smooth but doesn't play smooth
