Question Games freeze every 1 minute or so for 5+ seconds, ingame voicechat audio continues, game sounds don't

PC Specs (everything in bios is default):

CPU: Ryzen 5 1500x
GPU: Asus ROG Strix 1050ti 04G
RAM: Kingston HyperX Fury 8GB 2666 Mhz
MOBO: Prime B350m-Plus
SSD: Samsung 850 Evo (sata)
HDD: TOSHIBA DT01ACA200
OS: Windows 10 64-bit


I tried playing DotA 2, CS:GO
Both games freeze every 1 minute or so for 5+ seconds. The in-game voice chat audio for CS:GO continues but the actual game sounds don't across both games
According to task manager my internet usage spikes, not sure if before or after the "freeze" and GPU, CPU usage goes down for that short instance when the freezing happens
This happened pretty randomly. I'm not sure but I think that most likely it was after I installed and subsequently uninstalled NetBalancer

Things I've tried:
Made sure all components were slot in place firmly
Reinstalling windows through windows settings (keep files option)
Installed nvidia driver all the way back from Dec 2019
Reinstalled latest nvidia driver
Reflashed the latest bios
Reset my bios settings through bios
Reinstalled CS:GO
