Games Freezing After Recent PC Upgrade

Okay, so recently I have upgraded my PC. I bought a new MB (Asus Z370 E gaming) a new CPU (i5 - 8600K) and a new GPU (gtx 1080 Ti, yes I know this is a bit much for league but it's not the only game I play). After I installed everything my game (LOL) periodically freezes for a few seconds which then also freezes my second monitor, shortly after my CPU goes to 100% load and the game unfreezes. Then after a while this happens again. Could I be missing a driver or something like DX 9, becasue I have noticed that this freezing only happens in older titles like LOL and CSGO but not in newer ones like PUBG and GTA V. Please leave your suggestions on how I could fix this. Thanks!

PS. I have a sufficient power supply (850W) and all the correct drivers for my GPU from NVIDIA.

Well at first I did not, but then after these issues arose I did a clean install of my OS. But that didn't fix it. So I don't know what to do now.

How do I "run it in compatible mode". I want to try that, it might solve my issue.

Some additional info is that when this happens my GPU is usually running at it's base clock, then it spikes to its max boost clock and its load goes to 100%, and so does the load on my CPU.
