Question Games freezing, crashing, or not responding

I built a new pc last month and have been having trouble with games freezing crashing or not responding with no BSOD or error message. it will usually crash at random intervals at any place in game including main menus, mid game, loading screens etc. If the game goes unresponsive the audio will keep playing but the screen will be frozen. It doesn’t crash during normal non gaming use. Everything is up to date, including drivers and windows and nothing is overheating (~40-50 idle, mid 70’s on load)

Things I’ve tried:
Running DDU and reinstalling graphics drivers
Reinstalling windows
Reinstalling games
Verifying game files
Reinstalling steam and origin
Clean boot
Replacing memory
Disabling XMP
SFC file scan
Chkdsk

Cpu: Ryzen 5 3600
Motherboard: ASUS ROG Strix B450-f Gaming
GPU: EVGA GTX 1060 6gb sc
Ram: Corsair LPX vengeance 16gb (2x8)
PSU: EVGA +80 bronze 450w
SSD: Samsung 860 evo 500gb
CPU Cooler: Noctua Nh-u12s
3x case fans

After some testing I realized that the CPU usage while gaming was extremely low (3-8%), during gaming I also got a memory management BSOD. I thought the suspect was drivers, so I updated all my drivers one by one, still crashed. I then thought it was hardware so I ran some benchmarks and prime95, passed with no errors. I would suspect hardware failure but that doesn’t explain why benchmarks all ran fine and games don’t.
