Games lag after upgrading from AMD to Intel?

I upgraded from an FX 8350/cheap Gigabyte mobo/8gb ddr3 ram/VX550W to an i7 8700/Z370 Aorus Gaming 7/Trident Z 16gb dual channel/RM750X. I kept my old 1060 3gb and I'm running it on 391.35 as the latest ones are causing problems for a lot of users. I have Win 10 64 bit and my cpu is cooled by a Hyper 212x.

Doom went from 120/140+fps to 70-80 in enemy dense maps and 100-120 when there's no enemies on the screen. Witcher 3 went from 80+fps to 25-30, which is really weird. Overwatch lags too.

My temps are 40-45c idle for CPU and 52c on load, my GPU shoots up from 38c idle to 72c load, I think that might be the problem. Except my air cooling and case and everything's the same, and according to the net 70 odd degrees under load is normal. My room is pretty warm cos of the climate, but that's never been a problem at all.
 
Solution
Try to reinstall the GPU drivers - first use DDU to uninstall current drivers completely, then download them again from Nvidia's site.


Check the CPU and GPU usage while playing a game - use MSI Afterburner or any other monitoring software of your preference. If the GPU usage isn't 95% or above, then the CPU is bottlenecking the GPU, which really shouldn't be happening. Make sure your monitor is connected to the graphics card, not the motherboard.

All cables, internal and external, are plugged properly. I ran HWMonitor, it shows GPU utilization at 95-100%
