Games Lag at start of gameplay (Offline)

Hi, I dont know the correct term to describe this, but when i try and run a game such as GTA 4 or Batman Arkham City on max settings for the first few seconds of gameplay the game lags. (This is offline gameplay i just cant think of another way to describe it).

After about 3/5 seconds gameplay is fluid for as long as I play it.

This isn't a problem I was just wondering if there's any reason for it?

My hardware is:
AMD FX-4100
XFX Radeon HD 6850
8GB Ram (DDR3)
650W PSU

Slow hard drive? It might still be loading stuff .

Naa i have a 500MBPS SSD if anything its not that

one would have to look at game code and routines to answer that properly

Ones on the SSD ones on a HDD both of them do the start up lag. I also have just cause 2 which i noticed doesnt do it, which is stored on the HDD
