Games Lagging for no reason

Hi guys,
I have a problem that is really annoying.
I have a good PC I assume but the games I have are lagging and not working properly even when I set the graphics on low.
For example:
NFS Rivals drops to 20FPS and stays a while until going back to 30 which stays for 20 seconds before dropping again to 20.
Fifa is working at 50-60 and the lag is awful it is not even playable.
I checked the usage of the CPU from the task manager while playing games but it was not fully used, and of course it is not the VGA card.
And according to core temp the temperature of the CPU does not cross 52C (even when overclocked to 4.2 GHz and played for a while on it).
What might be the problem?
My PC specs are:
MotherBoard: MSI 970A-G45
RAM: Kingstone 8GB DDR3 bus 1333
VGA: Gigabyte GTX 1060 6GB
CPU: AMD FX 4100 quad-core 3.6GHz
PSU: XFX 550W
OS: Windows 10 Pro 64-bit (The lag happens on any version of windows)

Are you sure that you're really using the dedicated GPU instead of the intel hd ?
(Plug the HDMI to the GPU, not the motherboard)

Yeah I am sure .. I don't even have an intel hd in my motherboard

I am not an expert, but there might be a program causing this issue, or any kind of virus.
1. Scan your computer with a good anti-virus program
2. Check manually for running programs that might cause this issue. I once had raptr&AMD gaming evolved which used to cause games to crash.
