Games lagging out heavy if PC left on for long periods of time

I have placed my question here because I assume its the CPU, given CS:GO is lagging out.
I have a GTX 1070
R7 1700
16GB DDR4 Ram
MSI B350 Tomahawk

Tried stock speeds, and overclocked to 3.9GHz, updated all drivers to latest.
Drops to the low 30s in frames.

What is your GPU clock speed at? From what I understood the cpu is only really used for sending data back and fourth to the server on a lot of online games, it might be your GPU keeping itself at a low clock speed causing the low frame rate?
