Question Games lagging when in foreground, smooth in background.

Whenever I play a game it's just lagging, even if it never lagged before. And whenever something else is in foreground, the game runs totally smooth in the background. It doesn't matter what is in foreground to make it run smooth in the background, it can be just a message from an app, a window, just the taskbar or anything. But when those disappear or I alt+tab back in the game it is lagging again.

Here is a little video about the problem. And yes, I played it on GeForce NOW in the video but, it all does the same thing if I start it on my computer.
