Games lagging with an I7 processor?

Hey guys, I need help! I'm not that great with computers since I just got into the whole pc gaming thing. I recently bought a pc and it has an Intel Core i7-4770 CPU @ 3.40GHz (8 CPUs), it also has 8 gb of ram and a NVIDIA GeForce GT 640. To me this looks like a computer that should handle any game thrown at it, but I tried playing Dying Light and The Witcher 3: Wild Hunt and to my surprise it was lagging like crazy. At high settings I was probably getting less than 20 frames, it was to the point that it was hard to move the mouse. So I lowered the settings completely and it still suffered minor lag! I need help asap, thank you!

As everyone else has said: The GT-640 is holding you back severely as it is a low-end budget card that can only handle 1280x720 resolutions optimally. Games such as Witcher 3 and Dying light require a decent graphics card to run properly ie. 750-TI/270X equivalent for optimal play. You have a fantastic CPU, and the standard amount of ram which is more than fine for gaming. Keep in mind depending on which card you decide to upgrade you may need to purchase another Power Supply.
Actually, the i7-4770 is only quad core with hyperthreading, so it only looks like 8 cores.

Double your RAM and upgrade to at least a GTX 970 and then your games should be fine, although Dying light will still be choppy at times - it's poorly coded.

My son's PC run it on a first gen I7 960 with 24GB of ram and a GTX750, and mine is a 4770K with 16GB of ram and a GTX770 - choppy at times in close quarters.
