Question Games like LOL keep freezing

I've been having a really weird issue with my PC ever since I upgraded my GPU. Whenever I run a game like LOL which is less demanding on the GPU, the clock speed doesn't ramp up and then the game freezes completely to ramp up the clock speed. Then unfreezes shortly afterward but then immediately slows the clock speed back down and the game unfreezes. This occurs repeatedly and a temporary fix that I have found was to run a more demanding game alongside it like PUBG to keep the clock speed ramped up. Do you have any ideas as to what could be the cause of my issue?

The specs of my PC are:
i5 8600K
Gtx 1080 ti
Z370 e Asus MOBO
850W PSU

I've tried a clean install of windows and using DDU, neither of which have helped with the issue. Please suggest something else that could be causing this. Thanks!

What's the make and model of the psu?
About how long have you had it?
If neither DDU, nor a windows reinstall fixed it, then it's likely a hardware issue.
It's also possible the card may be defective.
