Question Games look bad on this monitor and i don't know why?

First i used this monitor: https://www.ibm.com/common/ssi/rep_ca/8/877/ENUSZG09-0818/ENUSZG09-0818.PDF
and i thought it may look bad because it's 1650x1080
then i tried this one: https://www.manualslib.com/manual/621587/Philips-246v5lab.html
Now textures look better but the game loads weirdly for example:

the texture look good upclose but the further ones look werid and seem like they are not loaded
i also used vga in both cases
my build:
i5 9400f
b365 pro4
16gb ram 3000mhz
seasonic s12II 620W 80+
zotac rtx 2060
also all settings were on ultra

can it be the game's fault? it's cyberpunk patch 1.5

You didn't exactly answer my query about your PSU being more than a year old;

Is it a year old or more?

As for the build, disable C6/Deep Sleep state on your platform in BIOS. What BIOS version are you working with? What GPU were you working with prior to the RTX2060?

the build is like 2 yearls old expect the gpu which was bough yesterday, i had a gt 730\
the bios version is P4.00

deep sleep was already disabled
as for the psu i don't think it's much older than 2 years

You might want to take anything and everything you see on YT with a grain of salt. Did you check for BIOS updates after you mentioned your BIOS version here on the thread? Did you uninstall your GPU drivers after the new GPU add-on?
