Games not running exclusive in fullscreen mode

I have tried to fix this, even reinstalling windows for a usb stick.
My specs are,
Amd 1600x
gigabyte x370 gaming 5
Nvidia gtx 1070, Driver 417.35
16gb ram
250gb ssd
1tb hard drive
Acer Predator XB271HUbmiprz
Windows 10 home 1809

I saw the video but it appers it's on fullscreen after you apply the fullscreen setting.

It should go black and then to the desktop, it's staying in windowed borderless fullscreen mode. When I disable full screen optimization in the app properties then it goes into true full screen mode, I have to do every time which I didn't have to in the past.

"Alt" + "Enter" helps me. Beside this I have no idea.
