Question Games not running smoothly despite recommended specs

Games like FIFA 18, RoTTR, The Witcher 3 etc are not running smoothly (below 30 FPS) despite me having the recommended specs. Even on games like AC:Odyssey, Far Cry 5 where people with my specs are getting 30+ FPS, I'm not even getting a stable 25 FPS. Other games like Jump Force and Sekiro are comfortably running at 60 FPS with high settings. Please help. My Specs:
Intel Core i5-6400 @ 2.70 GHz
8 GB RAM
GTX 1650 4GB OC Edition
Windows 10 64bit.

what resolution?
make and model of the psu?
check cpu/gpu temp and usage during the game?
where did you get the games?

My monitor's resolution is 1366x768, although I've tried playing my games at both 720p and 1080p. I did see a couple of extra frames at 720p. As for the PSU, I have a Zebronics 450 W. I'll let you know the CPU/GPU temp after checking. All my games are pirated except for a few free ones like PuBG Lite.

As you can see, Jump Force doesn't have any problem running at 60 FPS on max settings.

All my games are pirated except for a few free ones like PuBG Lite.
