Games run choppy when changing CPU core clock (underclocking and overclocking)

I am trying to overclock my FX-8320 so I can run Fallout 4 better but whenever I change the clock I get unplayable stutter. Whenever I use the turbo core to overclock it seems to work fine, but the performance boost is minuscule and I want to overclock higher than 4Ghz. I know for a fact that my computer is stable at these builds because I ran the stability test, and also I get the same stuttering/chop when I UNDERCLOCK so it has something to do with changing the clock and not necessarily my system not being able to handle the load.

I'm thinking maybe it is because its an 8 core processor and Fallout isn't optimized for 8 cores yet so that could be the problem, other than that I don't really have any ideas. I know that with my aftermarket cooling setup my card can atleast do 4.3Ghz so it doesn't make sense that it is stuttering at much lower clocks than that.

FX-8350 with Cooler Master Hyper 212 EVO cooling
Radeon HD 7990
M5A99X EVO R2.0
24Gb of Ram
Corsair 800w PSU

It wasn't an overheating problem, that's why I said I underclocked it and still got the same problem, I should have also said that If I don't touch the clocks at all it was actually playable.

I figured out the solution is simply to go into the BIOS and change the Turbo Core speed to 4.7Ghz and then go into AMD Overdrive and change the Turbo Core Target speed to 4.7Ghz and up the voltage to 1.5v. For some reason it only works if I use the Turbo Core to overclock it, trying to change the clock speeds outside of the Turbo Core seems to cause a lot of problems and crashing. Not sure why this is, because I am not very experienced with overclocking CPUs, but I do know that it is running very stable so far at 4.7Ghz using the Turbo core so I'm not going to question it too much unless problems start arising.

Also something else I noticed that was causing the performance issues was that Fallout 4 doesn't support Dual GPU setups, so once I disabled one of my GPUs (7990 is a dual GPU card) I got much better performance, although, my card is still only able to run at about 50% capacity, so I am getting about 28-60FPS depending on where I am at on High settings. Hopefully Bethesda will include Dual GPU support soon so I can run this game at 60FPS on Ultra.
