Hello everyone I'm really struggling with this problem had this pc since early 2019 everything run great every game and such with barely any stutters and was very smooth but 3 days ago i did a fresh install to download win 10 to my ssd instead of hdd the whole install process was smooth and simple but cause a lot of problems from dealing with mouse lag and not so smooth animations after nvidia drivers are installed sometimes it fix itself with OC the ram but can come back after 1-3 restarts and usage in games cpus will sometimes hit 100% while gpu be 1% usage or 50% on red dead 2.

Fornite runs so horrible now with so many stutters which feels every 5 secs fps going from 144 to 40 and goes back up and overwatch 2 somehow runs great but it will freeze a split second randomly.

Only thing new recently is the new SSD which is the samsung 980 i installed 3 days ago which i store my games in now and i use the intel SSD for OS and HDD idk yet.

Things i did

Update all mobo drivers and bios manually

Have all windows update up to date

Turn on xmp 1

Disable game bar writer

Turn onHardware accelerated GPU Scheduling

Disable background apps

Rollback Bios and AMD chipsets a few times

Wipe everything clean 5 times

Installed OS on all drives to see if anything changes which didn't same problems

Ran a memtest with xmp on 0 errors

Crystal Disk Info all drives are above 95% health and decent temps around 45

DDU Nvidia drivers and AMD Chipsets separately and try different versions

you've done quite a lot of things already.

for what reason did you install a new SSD, what are the files there?

have you tried removing the new SSD, and try to restore the files from where they were before?

just remove the new SSD you installed. Since the problems seems to have started upon it's arrival on your pc.

Check cpu and gpu temperatures. Use MSI afterburner.
With excessive cpu temperatures your AIO cpu cooler may have failed.

If temperatures are fine, then try with 2 ram modules (instead of current 4)
in proper dual channel slots.

I had os installed on a hdd at the time and the boot took awhile so i decided to buy a ssd and use my older ssd for os and the new one for gaming. I still have the hdd hooked up just for i guess storing files i guess.

The thing is i wiped everything before i reinstall win10 so i had no way to restore anything i didnt know i run into this problem since this pc been so great but i try ur method soon just that i just downloaded 2 big game files on the new ssd.

This was in f0rtnite 2k res with med settings Gpu is hitting 75c and the cpu is around 68-73c

As for usage gpu will hit 75% and jump to 90+

Cpu usage 32-50%

I try the 2 ram slots soon i need to get some rest i update you.

if/when you may try something like what Tac 25 recommended;
make sure only the SSD intended for Windows is connected.

do not connect the GAMES SSD or the STORAGE HD until after Windows is installed and updated and all of the motherboard & chipset drivers are installed.

after everything OS & motherboard is installed and updated
also connect the GAMES drive and try one of the more demanding games.

Ok i did everything and still didn't work to my surprised I go by step by step what i did red dead 2 low settings in 1080p

I took out my HDD and new SSD and went to the bios settings and changed it to UEFI instead of CSM then deleted all partitions of the only Old SSD drive to install the OS on it.

No internet on to avoid updates i first install the chipset driver from amd instead of the MSI site cause its more outdated while the amd website is up to date. (restart pc)

I installed most mobo drivers from msi are...
Realtek HD Universal Driver (include Nahimic Driver)
Intel WIFI Driver
BlueTooth Driver
Realtek PCI-E Ethernet Drivers
AMD Chipset Software 5.05.16.529

Mobo Drivers I didn't installed on the msi website are..
AMD Chipset Driver (out of date)
AMD Graphics Drivers (no amd gpu)
AM4 RAID Driver (I don't use RAID only AHCI) (restart pc)

Next i installed the latest Nvidia drivers(restart pc)

Installed all the windows update (restart twice)
Installed my new ssd back onto my motherboard deleted the volume from the ssd and created a new one then i install steam to download resident evil 4 remake and red dead 2.

While it was dling I...
Disabled Background apps
Disabled Xbox game bar
Uninstalled unnecessary files
Change power plan to high performance
Installed MSI afterburner
Installed Logitech gaming software 9.04.49 for my mouse (Logitech g600)
Turned on Hardware-accelerated GPU scheduling. (restart pc)
Turned on XMP 1
Nvidia Control Panel on manage 3d settings i turned on prefer maximum performance.

Red dead redemption 2 1080p med settings100-110 fps I experience some stutters and the game ran pretty smooth but something aint right cause i tried 1080p on low settings and ran the ingame benchmark the average fps was at 130fps which should be higher than that.
GPU usage at 96% GPU Temps at 73-75c
CPU Usage 50-61% CPU Temps 63c

Resident evil 4 remake I couldn't get this to run smooth as i wanted frames dip so much and stutters too much i got frustrated but i will need to get back to this cause this been pretty much disheartening to deal with.

I notice every time when nvidia drivers are installed it cause my mouse and w/e animations like opening a window and such runs slow i will have to manually change my refresh rate to 144 to 60 then back to 144hz for my mouse to run smooth and sometimes can take a few tries but i notice when it lagged on overwatch 2 with this mouse lag i did that trick and it made the game run smoother.

This been going on every since i started this thread reinstalling windows and such of course i use DDU like 5+ times during all of this but comes back but yeah this been tough trying to get this all to work i also tried using a newer display port and 144hz monitor and those issue still persist so its not that.

Well to update you guys I still haven’t fix my issue i end up going to the ER cause i end up having high blood pressure i guess from working on this nonstop getting frustrated.

Its been about 4-5 days i took a break feel refreshed but also bummed out but i still have some hope in me that it could be fixed.

Well guys to give an update i fixed my issue by upgrading my cpu to a ryzen 7 5800x3d (had a ryzen 7 3700x previously) make sure to update your bios to the latest version for your motherboard to be compatible with it just in case.

I notice this thread shows up on google so whoever having this problem this what worked for me good luck.
