Games run slow after factory restore -Good Hardware-

Hi, I just recently restored my custom pc to factory setting because were viruses in it that kaspersky and malwarebytes didn't pick up.
Before these viruses my computer ran games like DayZ and Arma 3 easily on high settings. After factory restore (and updated gpu drivers) I can't run these games past 20fps on MINUMAL settings! (Even though the auto-detect feature sets it to Ultra).

Why is this? My computer is recognizing all hardware and when I search for driver updates it says they're all updated. Any advice will be greatly appreciated. Thank you very much.

CPU: AMD FX-8350 Black Vishera 8Core
GPU: Sapphire Radeon R9 280X Overclocked Edition
MoBo: Gigabyte 990FXA-UD3
PSU: Thermaltake Smart M 850W
RAM: 16GB DDR3 generic (I know 16 is unnecessary)
OS: Windows 8.1

If your virus scanner didnt find the viruses how do you know you had them ?

By factory restore you mean you formatted the drive and reinstalled windows from scratch?
And then ran the disk with the mb drivers?
And then installed the graphics driver ?
In that order?

If not , start at the beginning and do it again

Yes. I cleared partition and used reinstalled 8.1. Placed in my GPU and updated drivers from Sapphire's website.

Did you install the software in the order I out lined above?

If you didnot install from the mb disk , or if you installed from it after the graphics driver you will usually get the issue you are having
