Games run slow on good computer after reformat?

Hello,
Recently I rebuilt my computer because I wanted to clean out all the dust. Afterwards, I reformatted my computer to Windows 8.1. For some odd reason, all my games run slow. On Minecraft, I get around 55 FPS regardless of graphics settings and also the mouse feels extremely unsmooth in games (I have a perrix MX-2000 II, it's not my mouse). On CS:GO, there's also an extreme amount of micro stuttering. I should also mention I have a 500w power supply, and my brother does as well. We are both hooked up to the same outlet along with 3 monitors, could this be the issue?

Here's my specs:
AMD A8-3870K APU
MSI AMD Radeon R7 260x
2x4GB Corsair Vengeance 1600MHZ
WD Blue 500GB
WD Black 250GB (I run my games on here, it's much faster than my blue)

So what's the problem??

Did you install the Chipset/GPU drivers from AMD? If you are using the Generic WDDM Microsoft drivers, they aren't optimized for a specific card, causing bad performance and stuttering.

I installed the latest AMD driver, not the beta drivers, I think it's 14.1. It said an omega driver. And also, yes, I did install chipset drivers.

This is strange... Try a monitoring software and log the Temperatures and Load when playing a game. If one of those are abnormal, we can find a solution.

Everything seems normal... On minecraft, my CPU and GPU got to 40C max, that's the hottest temps I see..

Then are the power options set to maximum performance both in the windows control panel and in CCC?

Yup. I have no idea what's causing this. I'm going to assume I had a faulty reformat, so I'm gonna reformat again and see what happens.

Oddly enough, reformatting seemed to do the trick. Thanks anyway bloc. I now get ~200 FPS on Minecraft
