Question Games run so bad all of a sudden

I can't remember when it started but games I use to get 60fps+ on high graphics on 1080p now cant even run them on minimum. In MSI afterburner I can see that my GPU usage spikes by a large amount and in bursts when idle. Also game audio and even YouTube sound jittery. I have tried reinstalling drivers as well as a few other things. Any help is apricated and I can probably provide more details if needed.
Here is what I'm running on:

Intel Core i7-7700K 4.2 GHz Quad-Core Processor

Noctua NH-L9i chromax.black 33.84 CFM

Gigabyte GA-H170N-WIFI Mini ITX LGA1151 Motherboard

Corsair Vengeance LPX 32 GB (2 x 16 GB) DDR4-3200 CL16

Crucial P1 1 TB M.2-2280 NVME Solid State Drive

MSI GeForce GTX 1050 Ti 4 GB Video Card

EDIT: Also according to task manager 'Client Server Runtime Process' and 'Desktop Window Manager' use up about 5-10% combined when idle, but can spike up to 30%-50% or even higher for a fraction of a second

what game exactly?
what the cpu/gpu temp and usage during the game?
ram/ssd usage?
brand and model of the psu?

This problem is persistent in all games but for this example (World of Tanks) I could run 60fps high-maximum settings now it runs a choppy 40fps on minimum
CPU - 60-68°C
GPU - 49°C
RAM usage - 1200MB Game, 6700MB Total
SSD Usage - 0.1MB/S (0%)
PSU - be quiet! POWER 2 400 W 80+ Bronze
