Question Games running at 60 fps feel like 30 or lower when tabbed in.

To start;
Windows 10 Operating system
MSI X370 GAMING PLUS Motherboard AMD Ryzen 5 2600 cpu
4Gb Radeon RX 470 GPU
16 Gigs of ram.
Main monitor is a VX2776 Series ViewSonic.
Graphic drivers are the latest that have been released.

I've been dealing with this issue for a few months, maybe about 4. I haven't been able to find a solution, because I'm not entirely sure what I should be searching for.

Simply put; I'll play a game, for example Deep Rock Galactic or FiveM, my FPS Counter says 60-100, but visibly looks much worse, like 12 FPS. When I alt tab to desktop or any other window, the game immediately looks smoother.
My work around right now to just open Radeon settings < Display < and turn one of the options on or off, which will flick my monitors off, and back on, and the game in question will be running smoothly. The issue is that this doesnt always work with a handful of regular games.
