Question Games running at low fps, when having to load a lot of thing.

Specs:
GeForce GTX 1070
AMD Ryzen 5 3600x 6-core processor
15.95 GB RAM

When i play games like gta 5, i have around 80-120 fps in single player. but then i play gta online, i spawn in with round 80-90 fps, but then when i start to fly around the city it drops to 50 fps, most of the times. in some lobbys i'm able to run with higher fps tho. i think it has something to do with my memory but idk.
i have testet my GPU and then i start laggin it still only run at round 60% usage, and my CPU runs at around 40%. i have also checked if it has something to do with the heat because i have a mini series cabinet. my processor is around the 55 to 70 degrees C. but sometimes gets up to the 80, but when that happens it automaticly turn down.'
my graphics card is around the 50 too, all the time.

PSU: Coolermaster 500w.

when the fps drops DONT exit the game , use the windows key bottom left of keyboard then open task manager to see if windows has fired up something in the background that is hogging processing power etc.

i have tried that, but it wasnt that. it says that my cpu is running at 40%
