Games running slowly all of a sudden

All of my games run at low FPS. Even games that previously worked really well.

My graphics card is running at 100%

Sometimes when I start games, they work fine. Most of the time however regardless of what game it is it is laggy.

System specs: GTX965M - always at 100%
Core i7 - being used at ~10%
16gb ram - 50% used

Things I have tried:
>adjusting power settings to use maximum performance
>reinstalling all drivers + updating
>reinstalling windows

HELP! I have no idea what to try next

are you sure it is your GTX965M being used not the integrated GPU?
