Games slow down then speed up from time to time!

I didn't make ANY changes at all to my computer and it's still as a rock.

THE DAMN PROBLEM:-

If I run ANY game (or program) which requires a little high-end work, frames drop every 3-5 seconds to 1 FPS from 60 FPS and then reach back to 60 FPS and with the GPU Usage draining down to 0%. The GPU Utilization ain't enough for games to run, the usage is 30-40% and the frames are going down to 15-30 FPS from 60-75 FPS.

WHAT I TRIED DOING:-

I've tried running them in 3D, I've tried changing the overall graphics quality and power settings manually and in advanced mode from Nvidia Control Panel, I've tried changing game graphic options, tried overclocking and lowering the clock speeds than default with my CPU and GPU, tried changing power options of motherboard, CPU and GPU and also tried making various changes from motherboard default settings, I've gone so far now that I re-assembled my PC checking everything is damn correct. The thing I've not been wanting to do is to re-install any drivers or programs or using another OS because I have my settings.

THE TIME AND HOW YOU CAN HELP:-

I am having this problem for the last 5 Days and I tried EVERYTHING possible I could do myself! Any help to fix this up?

if not a seriously failing HDD or really badly damaged RAM its the power supply. we need a full spec list.

Post your system specs.

Then, the CPU instantly goes upto 78-96 C when any game or program is started which's framrate is above 15 FPS.
The GPU is cool, it goes upto 69-70 C after high end 3D gaming for 2 hours or above and the GPU's temperature never went above 70 C.

Last I played Assassin's Creed Revelations with max graphics and 1366 x 768. I get this stupid annoying framedropping problem even if the graphics are MINIMUM and Resolution = 800 x 600. And this problem I am getting even for Prince of Persia games which don't need above 64MB GPU.

UPDATE: I don't see ANY problem in CPU, RAM or HDD. Everything works perfect then I get this kinda turn in my PC experience!

UPDATE 2: I removed the EVM Value RAM and now I'm left with just 4 GB RAM which is being used at 68% as I start Google Chrome.

I think you are using the stock Intel cooler.
What is happening exactly- Your CPU is overheating and throttling down to protect itself from frying up. This throttling down results in the loss of performance.
I would advise a good aftermarket cooler for your cpu. Here is a great vfm AIR cooler.

Before ordering, I would like you to check the following and see if it helps-
1. Check the cpu fan is spinning properly without any obstruction. Clean and replace if necessary. Ensure free airflow.
2. Check thermal paste between heat sink and CPU. It should not be too much or too less. It should be such that there is no air between the CPU and heat sink joint. Clean and replace the thermal paste after heatsink re-installation.
3. Ensure the heat sink is tightly secured in its position with all the screws up to the recommended tension level or clips positioned correctly and secured.

If these dont solve your problem, then only get a new cooler. Before ordering, ensure your case has enough space to accomodate the new cooler as these are preety tall.

Edit- Until you solve this problem, I would recommend you not to play games or do any CPU intensive task that stresses your CPU. Continious overheating kills the chip.

Thanks a lot for the advice but I'm not using the slow stock CPU Cooler. I have my PC kept and spread out in the open and I'm sitting right next to it so I have no issues opening and closing the case. I am using an AVC 4850 RPM Fan which throws cool air at nice flow to the CPU. I have removed the metal part with the CPU cooler as well as the fan wouldn't detach from the metal part. Next is that my PC is 2 Years old and I've completely changed it myself and re-assembled it many times so the place I got it assembled ain't giving me warranty. So now we come to the thermal compound - It's been completely dried up and small chunks of sticky dark blue stuff was left on the CPU and the metal part so I carefully removed those small dried pieces with a sharp knife. It'll take me a lot of time to find a good thermal compound because I ain't living near USA. I'm at Asia. So, I'll check out the best thermal compound for my CPU.

The problem is half-way solved. I removed the second RAM Chip as they didn't have same timings and frequencies so now I get a heavy speedup but there's still framdropping from 60 FPS to 15 FPS. I'll see things. Any other suggestions?

I asked your country because I am Indian and I think you too are!! What do you mean you have removed the metal part of the cpu cooler? Do you mean the heatsink?

There is no other problem with your machine except the overheating so stop messing around with other parts.

So, I am talking with the metal circle on which a stock intel CPU Cooler's fan is fixed on. With that thing installed, the cooler would conduct heat but the fa would not act as an exhaust so I'm using a different cpu cooler without anything between the path of the fan and the CPU.

for the CPU cooler fan, you dont want high RPM necessarily, you want high CFM so it can displace and push the air away to the rear/top exhaust.

NO!!!
Its the heatsink and is used to spread heat. It has shape of fins for maximum surface area to dissipate heat. CPU operation without it is NOT RECOMMEND.
Bro you will fry up your CPU in this way. I would advise you to stop using your CPU and get the cooler master hyper evo 212 from flipkart. Its about Rs 3000.
Water cooler for non K cpu's is not necessary because they are locked and a good air cooler will do!!

Chalo theek hai Verma1891, but I don't want to spend any money on my computer anymore. Or say I can't. I'll get the best watercooler for this CPU after I get enough money and permit. By the time, I'm using a different method to spread the heat which you say. And then, the temps are now 10% Cooler than the last time when I was "Spreading The Heat". The small 4 Pins which make the CPU Cooler fix into the motherboard (White attachment pins and not the Fan Headers) are broken so the "Spreading Heat" will not work anymore. 🙁

Hey, UPDATE: When gaming, my CPU Temps are now being cooL! They don't exceed 70 C no matter what. So, I guess I'll still get a watercooler.

Beezy, you gave up a big funny question. We're in a discussion of a desktop and I never had iGPU and my desktop never runs on it's own battery. This power saving modes only work for laptops. I've already set "Prefer Maximum Performance" in the Nvidia Control Panel. Lolz.
