Games struggle to run lowering FPS from 60 for example to 30 or less. Can’t run any game without stutters. Only indie games can run. The problem is that the CPU and GPU seem to be throttling every time I play any game.

Full system specs:
CPU - I5 7300 HQ 2.5 GHZ
RAM - 24GB 2400MHZ (8GB UPGRADE)
VGA - GTX 1060 3GB LAPTOP
SSD - M.2 120 GB
HDD - SEAGATE 1 TB (5400RPM)

Already Tried:
1. Resetting Windows 10
2. Changing RAM dim from 8 to 24gb to 16gb
3. Killing antivirus and metered connection for windows updates
4. Ultimate performance and High-performance settings for Plug and battery
5. Installing games on SSD and HDD
6. Tried different games (R6 Siege, Rise of the tomb raider, Overwatch)
7. Applied thermal paste and Liquid metal to CPU AND GPU
8. Run CPU and GPU benchmarks at the same time and both got to 100%
9. Set to Overboots and normal fan speed
10. Uninstalling and reinstalling NVIDIA drivers
11. Set NVIDIA panel power management to optimal power.
12. Nvidia adjust setting image to Performance
13. Latest Windows 10 update and Clean window 10
14. Computer Idles CPU usage from 8-21%
15. Temperatures on load go to 68c GPU and 78c CPU so temperatures seem fine
16. Locked games to 30 FPS
17. Setting display from 120 Hz to 60 Hz
18. Not mods used in any game
19. Undervolted CPU -0.125
20. The Core clock of the GPU goes to 1800 and the CPU goes low to 1200. Like it was throttling.

Are you using 2 different brands, CAS speeds, speeds, or size of ram sticks? That might be why

Already tried with 1 stick of RAM and the problem continued.
