games stutter after cpu spikes

hey guys idk how whats going on but i was playing bf4 and some other games and ever time i stutter i seen my cpu spike up heres a video watch 1:09 been triyn to figer out what is causing it i have been dealing with it for weeks

i have tired deleteing vnida drivers and do a fresh install and still the problem is here

tried to disable hyber-threading?

it turns out it was because of windows parking my cpu cores giveing me fps dips fps jumps cpu spikes and stutters i unparked my cores on my i7 4790k and bam everthing was smooth i could not belive it ...
