games stutter when watching videos

So the problem is when im playing games on my main screen and watching videos or watching streams or something i get a lot of stuttering in other games. For example when playing CSGO i have usually 200-300 fps and also that when watching videos but if i move my mouse around and look around in game i get big stuttering not like constant but the game freezez briefly. I have tried to update my drivers and other browsers. it didn't work and i've tried watching my cpu, gpu and ssd tempature and nothing wrong there. i also monitered task manager while playing and nothing was above 90%.

my specs:
CPU: i5-4690K 3.50 GHz
16 gb ram
2x gtx 960
960gb ssd

Turn Vsync on. I dont know where to change this setting, search what you should do on YouTube. This should fix your problem.
