[SOLVED] Games stuttering + FPS drops when moving mouse

Hi all, I have been dealing with this issue for about a month now and I can't stand it any more. I feel I am going insane spending over $2K on a computer that I can't enjoy games on when that was the purpose of overspending. The issue is that in some games, the game will run absolutely perfectly as long as I don't touch the mouse, but the instant I move it at all, both the frame rate TANKS (I've seen it go from 240 to 70) and there is HEAVY stuttering, so even though the frame rate will drop to like 140 which should be super enjoyable, it feels like I'm playing at 30fps.

Some more details- No idea why, the frame rate seems to drop in the menus, but not actually in-game, although the stuttering is always there for the games that are affected (e.g. Resident Evil 2 remake). In some games, the frame rate is not affected at all, but again the stuttering is always there (e.g. Half-Life 2). Some games are not affected at all by any of the mentioned issues (e.g. Resident Evil 3 remake) The frame rate drop issue is also affected by how many apps I have open. If I have ZERO apps open, so just Steam and the game, then the frame rate drop is only like 3-4. But the moment I have just one app open like Discord, the frame rate tanks like 50 frames when I move the mouse. If I have Discord, Synapse, and my mobo/fan rgb open, forget about it, the frame rate drops like 100.

NOTICE- I took all of my peripherals and plugged them into my friend's PC and logged in with my Steam account and downloaded Synapse, Discord, and the same mobo/fan software and tried the same games, and he does NOT have this issue. So, I know it has to be something with my PC.

Things I have tried that I can remember (It's been a month dealing with this)
  • Using different mouse
  • Using different peripherals entirely (Tossed aside my razer stuff and just plugged in an old corsair mouse/kb)
  • Uninstalling/reinstalling mouse/gpu drivers
  • Factory resetting PC and using only my old corsair kb/mouse that I used on my old PC which worked.
  • Going back to an older version of Windows 10
  • Swapping out different GPU (took my gpu out and put in my friend's GTX 970)
  • Reinstalling RAM sticks

I even tried taking my PC to a technician but he said he tried reinstalling my RAM and installing an old windows version, and when I got it back yeah the issue persisted.

Please, if anyone knows what I can do I will be in your debt, I am at my wit's end with this PC, I've seen other threads with this issue but they all say turn down the polling rate which just makes the problem worse (plus on my friend's PC I kept the mouse at 1000MHz and it was 100% fine). Either that or they lead nowhere and the thread author gives up.

I know I just posted this, but I continued to extensively look into possible solutions, and I found out that changing the affinity of the game's process would mess around with the stuttering and frame rate drops, so I thought perhaps it may be CPU related.

I looked into my BIOS Advanced settings, and enabled an option called "Multicore Enhancement" and after extensive testing I can confirm the issue is now fully FIXED.

If anyone else has this issue, please try this option, or messing around with the CPU clock speeds in general.
