Games stutters, need help to find the problem.

Hi, when im playing CS:GO or LOL it freezes for about 0.5-1.5 seconds. In LOL Shadows seems to reload after it freezes. COuld it be because of my GPU or OS, or ram?

OS: W10 10074
GPU: R9 280x
CPU: I7 4790K @4.0 Ghz
RAM: XMS3 DDR3 1600Mhz 2x4 GB
MoBo: ASUS Z97-a
Case (Not because it matters): Define Design R5
PSU: Antec High current gamer 620 Watt Modular

Please help quickly, dreamhack is coming up in a few days and i want my beast ready

If shadows are reloading after it freezes that sounds like a gpu issue. Have you tried doing a clean driver reinstall? Just uninstalling and reinstalling doesnt always work try using Display driver uninstaller and then reinstall the current drivers. http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

tried that, doesn't work.
