Question Games suddenly stutter non stop and audio too - GPU usage jumping all over the place from 80 to 100 to 0 to 26 etc -GTX 1050TI

I never had such problem but it started today while I was watching a YouTube video the video freezes like it wants to crash and the audio stutters too like when you lose signal in tv and now I tried to play 2 video games both had the same issue horrible stutters since main menu till the game opens whole pc is freezing the sound keeps cutting and freezing game fps drops when GPU usage jumps all over the place nothing is playable.
After checking afterburner seems the GPU usage is jumping all over the place from 15 to 50 to 100 to 0 to 80 to 30 it's random and every jump causes long stutters etc., temperature is stable.
Solutions I tried :
-Updated to latest drivers didn't help
-Uninstalled Geforce Experience it didn't help
-CrystalDiskInfo says my hard drives are in good state
 
Situational fix only

if you only recently updated windows via win update

DDU in safe mode
remove all drivers available to be removed
everything by AMD INTEL and Nvidia realtek
include all audio drivers
reboot and restart
install the latest graphics card in reg mode
reboot
if you keep seeing this issue there might be an issue with a windows update\

Sadly there isnt a fix other than to reinstall windows
I did so and then installed windows from scratch
all the updates were reinstalled it now works seamlessly
Not sure why I was on a fresh install of windows yet this was still the fix
I feel it may have been my vpn running while the update was installed
