Question Games temporarily stuttering and sound loop

For the past week or so, every game I play on my PC has been having the same issues no matter what I do. The issues are similar but it changes depending on the game.

For example, when I play World of Warcraft the game will stutter and freeze. On top of that the in game music will start stuttering and looping. In other cases there will be no audio at all for a couple seconds and then all the sounds catch up and come back at once. The same thing happens with Modern Warfare, only difference is that some of the in game textures and objects wouldn't even load in.

I've tried turning down the settings in the games to the bare minimum but the issues still persist. I've tried updating my drivers, updating bios, monitoring cpu and memory usage, monitoring temperatures. None of these have worked.

Processor: Intel core i5-4670k
GPU: Nvidia RTX 2060
Motherboard: Gigabyte z87n-wifi
Ram: 16gb

I can provide with any missing info. Any help or suggestions are much appreciated.

We will need more information. Please list the make and model of your ram, the PSU(as well as it's age), the storage drives and the make and model of your chassis. You might also want to mention the version for your OS as well as the version for your BIOS. We can move forward from there.
