Games will not run at 60 fps

Hey guys i have a zotac gtx 1050ti and a amd fx 6100.
My motherboard is asus m5a97 le r2.0
I have 12 gb ram ddr3.
My psu is seasonic 620 watt bronze.
My computer will not run splinter cell blacklist or mafia 2 on high settings
I have framerates below 30 at times. What shall i do?

Some settings are cpu bound, such as grass detail, viewing distance etc. These should be dropped low as you can handle them being. Other settings are gpu bound, set these high.

Your issue is you have an fx6100. While it has plenty of cores/threads, it's also weak as a kitten when it comes to shoving stuff through the cpu. That's IPC. The fx series has @67% the IPC of a decent 3rd generation Intel cpu, or basically not much better than an old core 2 duo lga775.

There's only 1 way you'll get any real fps improvement and that's with a good OC. You need to get the cpu working faster, @4.5GHz-4.8GHz is usually decent gains. Even with adjusting the cpu/gpu balance by changing settings, without that OC, you'll be stuck at 30fps as your cpu...
There are a lot of ways to troubleshoot this. One thing I'd do is run MSI Afterburner, or a similar program, while you play a game. You want to set it up to show you onscreen the CPU usage and GPU usage. What you're looking for is signs that one of them is maxed out(ie at 100% usage).

Another thing you can try is running the game at low settings and 1080p, assuming you have a 1080p monitor. Observe the framerate. Now leave everything the same but lower resolution to 720p and check the framerate again. Did it go up a lot or not much or not at all?

I am running all may games at 1080p but when i run splinter cell blacklist at 720p the framerates are still the same.
I have not oc the cpu.
Also i think it is time to upgrade my cpu which cpu shall i buy because this one is 5 yrs old
 
That depends on your budget. You have an FX cpu and there's really no upgrade for that, even the fx 8370E can only do so much on that board and you'll still have the same IPC, just 2 more cores, so that's not going to help with. Unfortunately, everything new has moved on to DDR4 ram and changed sockets completely, so you have no upgrade path only a start over path. As in new mobo, new ram, new cpu. Psu, storage, case, gpu are reusable, but you'll need an entirely new platform, and you'll be looking at @$400+ for something that won't be obsolete tomorrow.
