Games wont run smoothly even though I have the specs

Hello, I have this problem playing Guild Wars 2, I run it on medium details and have like 20~fps and 11~fps when turning around or fighting many opponents.

My specs are:

Core: 500W
OS: Microsoft Windows XP Home Edition Service Pack 2 (build 2600)
Processor: Intel(R) Core(TM)2 Quad CPU Q6600 @ 2.40GHz
Ram: 3,25GB
Video Card: AMD Radeon Hd 7850 GV-R7850OC-2GD
Video Ram: 2.1GB
T&L: yes
Pixel Shader: 5.0
Vertex Shader: 5.0
Sound: AMD High Definition Audio Device
Disk Space: 61.2 GB

Can anyone help me please? What is the cause of these "bites" in the game?

Maybe its a CPU Bottleneck.
And Upgrade to a Windows 7 64bit. That will run games even faster.
XP doesn't support 64bit. 32bit uses only 3.25 GB ram.

Follow these steps and you'll see a Difference in performance:

Upgrade to W7 64bit
OC you CPU near 3Ghz.

Now you'll see a better performance.

He is wrong win xp support 64bit.
install win xp 64bit u can see difference.or upgrade to win8 because latest gpu drivers are updated for latest os only.

For that he has to upgrade to Win XP x64 Edition.
Which is completely useless, as no games support XP now.

Thanks. I'll consider this option. Should I get Win 8 or Win 7 64 bit? Which is the better ifor gaming in your opinion?
Also, Can the problems occur because this video card has a minimal requirement of a 500W core and I have the 500W core?->Should I get a better one so it allows the VCard to work up its limits? Can it be caused by that?

CPU is primary cause, oc for a temp fix, upgrade for a real solution. XP is great, but sadly the significant driver improvements of the 7xxx series do not apply to XP, as well as dx11 features, some which improved quality at the cost of fps, some which simply improve fps, depending on the game.

Windows 7 64bit. W8 isn't yet optimized for every game.

Well, PSU Power is enough. But what is the Brand of that PSU. It should be very good one or else don't risk your PC's life.
I've Heard that many people lose their Mobo and GPUs because their PSU blew or burn't.
