Hi Guys,

I was wondering if you guys could tell me what would be the absolute cheapest build I could make in order to achieve 720p @ 60fps for ANY game (at max settings) including Crysis 3 and The Witcher 3. I was also wondering if you could tell me whether there is any loss of performance or visual fidelity through upscaling a game in 720p to a 1440p monitor.
