Gaming / Casual Streaming build recommendations? (need help)

Hey Tom's hardware Community,
I've decided that I'm going to be building a streaming/gaming computer in time for the holidays, for over a month I've been reading through forums, watching YouTube videos and asking friends for advice for my build

The Current Build

Currently I'm gaming/ video editing on a:

CPU:
i5-4570 3.20 ghz
4 Cores 4 Threads
(This specific I5 model is locked, and cannot be overclocked)

Motherboard:
Asus H81-me

GPU:
Gigabyte (non-G1) GTX 980

RAM:
16GB, TeamGroup Vulcan Red
DDR3 running at 1600 mhz

PSU:
Evga "SuperNova" 650W

Cooling:
Corsair H80i

Whilst this computer is serving me well for gaming, I was trying to stream Overwatch and Doom 2016 to a group of friends on twitch. Upon streaming the game, both Doom or Overwatch becomes unplayable. I tried droping the quality in both game settings and encoding (I tried streaming 720p 30fps)

Personally I think my processor is lacking threads to pull something off like this

Computer Purpose/ Reason for Upgrade

As the thread title says, I would like to build a computer for the following: Gaming, Streaming gameplay to my group of friends over various streaming services (like YouTube, Twitch, FacebookLive) and Occasionally video editing in Adobe Premiere

Whilst I believe the best approach to streaming would be a two PC capture card set-up, I wouldn't be streaming enough to warrant this type of set-up
I would like to at the very least stream at 720p 60fps quality

Aside, from Streaming, the games I currently am playing are Overwatch, Doom (2016), Wolfenstein, Forza Horizon 3 and WatchDogs 2,

Whilst my current computer can play all these games fine, It doesn't do well at streaming these at all.

I've already set my budget to roughly the £1500 range (I don't mind going up a little)

CPU Recommendations:

(Whilst single thread performance is good for gaming, I'm not sure it's good for a streaming build)

(Personally I feel I'd get more quality out of a Ryzen build over an expensive 8th gen cpu)


Accompained with an appropriate motherboard, such as the ASUS hero series

Why am I asking the community?

While asking friends for recommendations has been great, their recommendations are biased towards the products they currently use in their builds.

YouTube videos while great for showing benchmarks and describing performance, most are usually talking about pure gaming benchmarks and rarely touch on streaming much

(With Ryzen they always mention how great it is for content creation, it's like their reading the advert off the AMD website)

I would like some recommendations from you guys, any experiences with hardware, when gaming and streaming?

1. 8700k will be pretty good for gaming while streaming too due to its best single core, just more expensive than Ryzen
2. SSD has two major benefits, booting and game loading, so you need to put game on SSD to enjoy the benefit. Decent size SSD is crucial.
3. 1700 can be easily overclocked to 1700X/1800X, and comes with a decent cooler.
