Gaming computer build help

I am trying to build a Gaming rig that does not necessarily have to be the most powerful thing capable of running games at 60fps on ultra settings but I would like to get the best for my money. My limit is 800$ but i would prefer to stay in the 600-700 category I am also leaning more towards a AMD build over an intel.

edit: I do not need a monitor and I would also like an intel build to compare the Amd to if possible.

I do not need a monitor so if we subtracted the monitor from the total you gave me could we get more of an upgrade. Also are there any intel builds that contains an i7 that I could look at.

I am more interested in build 2. I just assumed if we dropped the 119.99 monitor I would be able to upgrade other components
