Solution
The 9590's were known for being 220 watt-consuming power sucking beasts (they 'sounded fast' at 4.7 GHz spec, but with quite mediocre gaming performance...)

I'd try running off of a single RAM stick (alternately) and/or running lower RAM speeds, trying a lower multiplier to reduce power draw on mainboard and/or PSU, checking your CPU temps closely with AMD Overdrive to rule out thermal throttling, and, try blowing a small case fan across your mainboard's VRM circuitry to rule out it potentially overheating as well...

I was thinking about maybe upgrading the computer to a ryzen 5 2600 you think that would be a better choice? just realized its not compatible with my motherboard :/
