[SOLVED] Gaming CPU Temps near to Aida64 temps with low usage

First of all, my PC:

-Ryzen 9 5950x
-RTX 3070
-Noctua NH - D15 (One fan only)

The other day I ran the AIDA64 stress test for 2 hours and the maximum it reached is 80º Celsius.

Playing Cyberpunk 2077 my temperatures are around 70º - 78º but the CPU usage is between 10% and 30%

Shouldn't it be at a much lower temperature than in the stress test because the load is not even half of this?
 
It could be that AIDA stress test, even though is using all CPU cores, does not make the CPU boost like games do.
At least I have found that on several CPUs.
Example:
While running AIDA stress test on the 3700x...it reaches 3.98GHz max.
While gaming the 3700x reaches 4.4GHz on one core and the other cores are oscillating all the way up to 4.2GHz
