You can overclock a Fx 8320 to get more performance out of it. Fx 8350 will be over your budget and honestly the only difference btw 8350 & 8320 is that 8350 is overclocked 8320 which you can easily achieve on your own with right cooling and motherboard.
The motherboard I listed is good enough for overclocking. Now you need a CPU cooler like Cooler Master Hyper 212 Evo ( INR 2600) for overclocking to 4.5-4.7Ghz. The case I listed comes with 2×120mm fans pre-installed and that will be sufficient.
Now CX series of Corsair are not build with gamer's in mind and use not so good quality capacitors which get easily stressed at Higher loads. So thats why I recommended Seasonic. Note that the prices on Flipkart are usually higher than market price. So ensure the price with a local dealer before buying.
SSD→ Getting a SSD won't increase fps in games. It decreses boot time and time required by applications to load. Whenever you have the opportunity you can get a SSD but right now it's important to get the basic components first for gaming at ultra settings.
Edit: If your budget is holding you back then don't buy an aftermarket CPU cooler for now. Use the stock CPU cooler and don't overclock. Whenever you have the budget get CM Hyper 212 Evo or Noctua NH D14 for more robust overclocking.
If your are not going to overclock then you should consider Intel build since it will save you money and real value of FX 8320 lie's in overclocking.
Intel Build
CPU→ Core i5 4570 @13999

Motherboard→Asus B85M-G Motherboard@6360

Total=20,360
This will save you around 1,000 as compared to AMD build. Now i5 4570 will perform equal to FX 8320 when compared at stock to stock. If only you plan to overclock, then ONLY get FX 8320 otherwise stick with Intel Build.
