Gaming fps problem

Good morning there!
I am having a strange issue with my PC when it comes to gaming.
My setup:
CPU: Intel Core 2 Quad Q6600 (not OC'd)
Memory: 4GB DDR3 @ 1600MHz (working @ 1066MHz)
HDD: Seagate 1TB with 64MB cache
GPU: MSI 7850 O/C 2GB RAM
PSU: Chieftec 650W
My PC is running Windows 8.1 with Steam and the latest ATI drivers.

And now, the problem:
All I play is PES 2014, WRC4 and Skyrim. In all of these games, I get the same response... When I start playing a game, I initially get excellent fps, no problem. After 2-3 minutes, the fps start to drop (not permanently, it comes like hiccups). Then, I might get good fps again for 10-20 seconds, but then again those hiccups reappear (sometimes, when fps drop too much, I also get audio lag, just mentioning it).
I get EXACTLY the same reaction whether I play the games @ 1080p high settings or @720p medium.

Any initial thoughts of what might be happening? I tried installing the games on a different HDD (other than the OS HDD) as well, but the problem remained the same.

i think its the power saving feature of windows and the 7850 at a conflict try this goto control panel then system and security and then select power saving in there select the high performance plan try this then tell me the results
